With reference to previous correspondence regarding the resumption of MrCowell 30/12/19. the competitive examinations for Eastern Mr. Collars Cadetships, I am directed to inform you that

the Governor of Hong Kong has expressed his concurrence with the proposal that the new scheme for open competitive examinations for Clerkships (Class I) in the Home Civil Service should also be adopted in the case of competitions for Cadetships in Hong Kong from 1921 onwards, always assuming that, as

Lord Milner.

at present, Cadetships will be confined to persons of pure European descent.
